I've been building up a Tactician build that specializes in Sticky Bombs and healing. I'm mainly using her for Rogue hunting or going Rogue, as even at max stickie damage, they don't deal enough to 21+ mobs to be useful.
Anyways, I set this person up 3 days ago, and I have my skill power at 4k now. I put everything I could into sticky bomb damage radius, and my circle is now huge. The only issue, though, is that this circle is just visual, and doesn't do what it's supposed to. I found this out by farming roaming mobs in the DZ. the groups usually contain 5-8 NPCs walking together in close proximity. When I aim my sticky bomb, it shows that all targets are within the circle, and the NPCs even light up red showing which are supposed to take damage, but when I fire, it only seems to hit the people in half the radius it shows. I've been seeing this consistently for the last 3 days, and have noticed that even when you fire at a single NPC, if he's passed that half way marker of the radius of the circle, it doesn't do anything to them. Tried it against some player friends that were willing to help, again, if they are passed the central half of the circle, it does nothing to them.
Anyone else noticing this?
It may not be the radius that is not working.
I've noticed the Sticky Bomb is, shall we say, selective in actually applying damage to things that are within radius.
I've seen whole packs stand in the radius with no lines drawn to targets as if the bomb has been placed below a collision, thereby inside the object or floor it stuck too.
Similarly, I've seen target right atop it, line drawn, take no damage from the detonation. This may be a time delay/lag issue but it certainly appeared in many cases they were explosion proof.
That may not help your argument which may also be true Kyosji, but I think the bug may go deeper than that.

I observed a few things with the Sticky Bomb :
- work with Line Of Sight => if the target is in the bubble but behind something, no damage
- have problems with walls and ceiling => sometime the damage does not get registered for some reason. Might be lag.
- works fine with ground and direct contact
- migh have "distributed damage" => epicenter of the blast : full damage. Medium distance from epicenter : medium damage. Blast limit : minor damage.
I'm still testing this, but migh be a road to some answers...
