Massive was on the right track. Exploiters were allowed to keep their items. Well known and abused glitches are still working perfectly in PVP. Hackers aren't banned permanently when they get caught for the first time. Casual and PVE players are forced to go to the DZ and become the prey of 4 to 8 men teams of gankers. The penalty for dying as a rogue was quickly turned into a joke when gankers complained. Everything was fine...
...until PVE and casual players began demanding a PVE DZ or some PVE content that is actually fun and engaging! How dare they?!
I really think Massive should take action and give further advantages for the hacker-exploiter-glitcher-ganker crowd to restore the balance!
For example, how unfair is it that a non-rogue agent can see the rogue on the minimap but the rogue agent can't see the potential victims?! It should be the other way around!
Then there is the fact that PVE players are allowed to play in teams! What's up with that?! They should be forced to go solo and the size of rogue teams should be increased to 8 or 12 at least.
Also, apparently PVE players are now allowed to find better than mediocre loot in the mind-numbingly boring incursion... How is it fair that someone might find something useful and doesn't have to get ganked at least a few times for it?!
Lastly, is it true that there are no hackers on console?! Oh, the horror! Gankers on consoles deserve an aimbot at least, it's not fair that they have to aim now. And hackers on PC must be left alone!
What other advantages would you like to see? Double damage if you backtab someone? Casuals having to face an execution squad of gankers before you are allowed to enter the DZ at all?
Please help Massive with suggestions because the idea of PVE and casual players enjoying The Division is inherently wrong.
Ganking noobs has become boring recently as they only drop pathetic loot.
So may I suggest that every 5th (or 10th) noob the rogue group has successfully sent to reincarnation will drop green set items for the whole team.
This should boost the value of low ranking "casual" (hrrrmpp) players, which might otherwise be ignored during their frivolous farming excursion into the home turf of "real" players.

I think the best thing people can do and are doing is just leave the game completely. I feel like a moron for buying this game with out checking out the ratings before hand. I learned my lesson and won't be doing it again nor will I ever buy a ubisoft game again.
Lots of awesome (hopefully) games are coming out over the next year. I haven't played Division in over a week, I've had no interest in it. I may buy any story line they release but not likely...and to think. I almost bought The Division gear/clothing/paraphernalia.. Then I got killed by someone wall glitching in the DZ.
Before you ask me why i'm still here, it's because well.. I'll be posting here until I felt I've complained enough to justify paying the money I have for this game or they just get tired of me and ban me from posting.

1. The noob also loses his/her best item and can't get it back. That's non-negotiable, they must suffer for being noobs.
2. The set item must be better than the best set items the party members have. It is not fair if gankers don't get IMBA stuff for ruining the experience for others.

I suggest while the noob will drop his best gear, which is lousy anyway, it cannot be picked up by other players, but he can retrieve it if he goes back to the death location. The more often he dies, the more items he will drop and the urge to retrieve it will grow stronger every time.
