They can't just out right perma ban someone the first time that they are caught. It's an EU customer service law that they have on the books. They are required to ban someone for no more than 15 days for the first offense. hence the 14 day first ban they get. Why not exactly? Developers often have to adjust to local laws, censorship is a good example. I'm pretty sure that German players of Carmageddon hit zombies or robots with their cars while others hit humans. The GTA franchise didn't have drugs and/or prostitutes in many of its games in countries like Germany and Australia. in the end I got a brilliant game from rank 0 to 30 in a beautiful detailed map.and a half dcent story

Never again will I buy into hype like this lol look at Battlefield 1 hyped to Hell and back over a 1 minute trailer that won't represent the finished product in any way it'll come out as a complete buggy mess like BF4 did (lesson learnt not buying BF1 full stop)
PS: i'd rather put my money into indie developer teams instead of these big corporate giants that are quite frankly taking the PS out of gamers.

This would require a code of conduct per country. And that is a logistical nightmare. Not only that but it is incredibly easy to hide your IP address. Meaning that both these issues would require a huge amount of resources that would be unworkable.
Not to mention the fact that I can buy the game in the EU, play outside the EU but still be protected under EU law because the contract is actually established in a EU country.
