Ok, so I don't usually go rogue and the group I most often play with is kinda hesitant to tackle on rogues.
Today though I played with a friend today who focuses on hunting rogues and going rogue. We killed the same group of rogues 3 times (once on manhunt) until they either changed instance or gave up, then went rogue ourselves though we were unable to reach manhunt due to a lack of targets (needed 1 more kill). We surely made some people unhappy but had great fun and I ranked up in about an hour what usually takes me 2 days (just barely 68 to 2/3 past 69).
Homestly, it was stressful in a very fun way and I really enjoyed it. Died twice, who cares...
Basically what I am saying is not only does Ubi make going rogue and/or hunting rogues much more rewarding XP wise, but if your are playing with people who "get it", it's very fun.
On a last note, prior to being rogue I think it's kind of low to kill a solo player, but once rogue all bets are off as everyone is forewarned.
To all those ready to cry geared up, glitching, socio-path, my gear score is 186, I don't glitch and am hardly any kind of "path".

I came to 'The Division' with 9 league mates from another MMO, Due to the way the DZ works and the FL Exploit that power leveled many cheaters.... I'm down to 3 who are still actively playing.
Yeah i don't mind getting killed by another solo rogue while solo myself, the indicators don't help most of the time though only 50% of the time can i seem to see rogues on the map and the minimap doesn't indicate distance very well. imo rogues should be lit up 100% of the time on the map but they should have some way of not showing using the pulse wallhack, so you know generally where they are but never specifically.
My biggest gripe with the rogue system is the part where players aren't indicated as hostile untill they've emptied a clip into your back which usually feels like being 1 shot due to lag.
The bit that really gets me is the fact that there's NOTHING in the game that is of the same quality as emptying a full mag into someone before they realize what's going on in the form of defence, there is no retro-active defence measures.
