No hacks exist publicly for the ps4. Even if they did, it would require modding the hardware for the ps4. Not just downloading it.
What most likely happened was your character desynced and he was chasing your lagged avatar. Hence the sporadic hit indicators as if someone was shooting at you while being chased.
You ever see those videos where somebody kills someone and their body keeps running at full sprint for 30 seconds? Probably what happened to you.
Lag switches are also a thing I guess.

while its possible he was hacking sure, it is also possible you lagged out, when a person lags there character appears to stand still to everyone else and anyone who shoots the stationary target gets free hits on them. its also possible the supposed hacker used a lag switch to lag themselves in order to keep your character in view with the same concept.
Cheating is possible on console - nothing new.
Probably just for those kiddos typing in every forum thread regarding to PC-cheats "pc masterrace blabla - hahaha!".
At the end its always a development descision how easy cheating shall be and in the case of the
division they went the path of least dev-resistance and wrong assumption that it wont be a problem.
now they got way more stress than they would have had the other way round.
the lack of foresight of the devs / managers and the plain focus on release-sales
backfires badly now.
so... just keep recording guys and to the devs:
instantly mark those cheaters (ubi-account!!!) for "cheat-server-only" and let them
never again join in any online game, you provide servers for, the non-cheater servers.
let them have their own closed environment this way and connect it to the ubi account
so they know "oh, when another game comes out i will end on the cheater servers".
this way they can do whatever they want for what they payed and dont bother legit
players.
as for exploits: copy the loot-curve from blizzard games to make folks WANT to grind and
make this grinding FUN and you will see people even grinding. if the curve is just too steep
sooner or later everyone is going the easier ways just to take a look at some gear and not
coming back.
From what I have read you need to go right into the PS4's programing in order to hack it. Also the source code of the PS4 is checked every-time the machine is turned on. So you are gambling with the possibility of your hack being discovered and your system rendered useless. Sony also checks the the controllers for hacks. Now in the case of The Division as long as a modded controller does not exceed what can normally be done then it wont be shut down. Such as you cannot exceed max firing rate, max speeds that sort of thing of the game. Also modded controllers do not work on all games.
