If they are under 161 GS (Gear Score) and you are over that GS you cannot.
It takes into consideration what you have on you (not equipped) AND what you have in your Stash chest.
I don't personally understand the reasoning behind the Stash Chest in the BoO being included as you cannot get your gear from the BoO without exiting the DZ and if you were to come back with higher GS equipped it won't let you into the lower level anyway.

Originally it said what you had equipped, since your stash is outside of the DZ, and you have to reload into the DZ and be adjusted into whichever tier of the DZ you are currently equipped for (what's in your backpack). I'll have to find the link again, but it was done this way so people can switch out of whichever tier they were in if they had issues, or wanted to play with their friends.
Also, as it's been shown, people only had to change out their gear in their stash, and equip a low level pistol to drop to the lower tier. That wouldn't be happening if it was also tied to your stash.
It was changed to include what you had in your stash on April 15th.
