Why don't Dark Zone vendors get raided?

It's just something I was wondering. The dark zone is a lawless place, with all the roaming bad sorts; then you have these vendors sitting in undefended buildings with an assortment of weaponry and armor. Why don't the bad guys ever attack the vendors?

After what he's been selling in recent weeks, that vendor in DZ3 safehouse must be loaded with DZ credits. You distract him, and i'll pick his pocket.

Deal, I'll dance seductively in front of him to get his attention and we'll split it 50/50!

It's clearly labeled as a safe house.

We all know if a place is clearly labeled as such, all people will abide by that.

What the game doesn't tell you is that all those vendors are packing Pre-Nerf Year 2 Gjallarhorns under their tables. Everyone knows better than to mess with them.

If you must rationalize it, think Switzerland.

The guys at the checkpoints are safe because the stuff they sell is worthless.

The safe house guys are probably passed around an inner circle of division agents.

The vendors are First Wave Agents as well, so I assume the fact that they are still alive is indicative that they are Level 60 mobs.
