A day of the Division server :

00.00.00 Client : I'm now in DZ6 outside the safehouse
    00.00.00 Server : ok
00.00.01 Client: I'm now outside the safehouse in DZ3
    00.00.01 Server : ok

when it should have been :

00.00.01 Server: What? you can't move that fast, 1 sec ago you was in DZ6, warning for hacking and you will be disconnected in 3 sec.

They are the best defense against cheaters.

Sadly I think this is the only real solution. I dont think they are going to do it though. There is no monthly fee to pay for them. I know they made a ton of money off the game but that just goes toward profits. They need to budget for admins and I just dont see it happening. I think all we are going to get is what we have. With maybe some promises to be tougher. Its hard to tell if they are banning people in a reasonable manor as they dont post numbers. The /report system is not a deterrent, neither is a three day warning. Its just not enough, clearly by the sheer numbers of Hackers proves this point. So the legit players keep losing XP and items and the hackers get to keep all their XP and items with a warning. Its not going to end well for us

My friend who is a member of a certain cheat forum has told me that FF (friendly fire) has been running a few weeks and is corralating data, bans will follow.
It work on set parameters (head shots etc) and if you exceed these you will be deemed a cheater and banned.
I am just telling you what he has been warned about.

NEVER EVER heard of friendly fire, nor has google as far as i can see ;p ..
Dont you know Fairfight which is a really good and strong AC used by alot of big games (non is flawless ofcouse)

and since they now use it for Siege i guess it would be a fine choice to use for other games as they know the system:P

I have to agree with my friend on this one, if they cannot fix this issue, then they have to think of other methods to work around it, like how Drake said with sever admins is a good idea, another is making PVE optional in the DZ, which most likely won't happen, but it is an option none the less

I knew and called this issue right after the BETA.
With the state Rainblow Six was in regarding hackers and Ubisoft not being able to do anything about them I knew it was going to happen to this game as well.
I should locate my posts back in late Feb early March.
Sad thing is, they KNEW it...they knew it and said they were aware but secretly and honestly they knew there was no way to stop it and I suspect they had their fingers crossed and just hoped people would play it honestly.

Now it is too far gone and while the glitching, crafting imbalances, poor rotation of blueprints, uneven playing field of players, etc is an issue they are all moot if the hacking/cheating with client side programs is not stopped ASAP.
Looking on one site, the free cheat program has been downloaded over 10,000 times so far...WTF why.
One has to wonder why anyone would want to cheat and if so, why so many!?
They have to know they are ruining the game but also we have to wonder if people know the game is already ruined and there is nothing left to do but cheat (for those who are doing so).

It sucks as I do like this game and want it to survive and flourish but as it is right now, I fear the worst.
As I mentioned before, add all the good stuff that the DZ has to offer within the PVE area and leave the DZ for those who "never have issues" or wish to cheat, for now.
Then while the majority of the player base, who prefer PVE, are enjoying something engaging to do Massive can work on a PVP only area, Riker's Island is perfect, and that will solve the broken dilemma right now.
Without rewriting the game the cheating cannot be stopped so do the next best thing that can be done QUICKLY out of respect to the current player base and ensure new ones will come and stay.
