We have to understand that hacking is always going to be an issue when dealing with PC games, but that does not mean we have to accept it. I am not here to suggest we continue the toxic ranting about how Ubisoft should of done this or that. Lets start offering suggestions that could help bring out the potential this game has to offer.
Player Mods
Most modern games now provide a fast way to disable players who are cheating/exploiting a game. The use of player mods would not fix hacking but would allow players to feel more comfortable playing the game because the player mods would be able to remove the player from the dark zone and put a temporary block on the dark zone until further review from an Ubisoft employee to review the evidence, then make a decision to ban to player or to remove the block. This could be as easy as making in-game player mods or by having players who do not have time to play a game the ability to review footage (similar to Counter-Strike Global Offensive's Overwatch program).
This will not solve the hacking problem but would be able to reduce the amount of hacking significantly.

there are plenty of most definitely hacking people recorded and uploaded there and UBI/Massive do not do anything. great idea though but I think if they wont ban someone when there is unequivocal proof of the person hacking, there definitely not going to look into your idea.

Just because there is a video showing the person hacking it doesn't explain or show the system they are actually using to hack so how do you exactly expect them to fix the hacks they are using just by watching somebody? Typically you would not just select random players. Player mods would be selected based on how long they have played this game, if their account has any negative marks on it. Again, like the Counter-Strike: Global Offensive Overwatch system.
