    How I would fix The Division (PvE)

    Let's begin!

    Problem 1:Da Lewts (The Loot)
    - So at the moment the loot in The Division is a bit naff. Playing challenging missions for a piece at 163 and one at 182 isn't exactly rewarding.

    Solution 1: Better Loot
    - All rewards should be based on your current gear score and scaled accordingly. If you're at 180 then you get something at 191, if you're at 191 you get something at 204 and so on. This works well because a player will constantly be improving and can only move on to the next level of items by having the required gear score. GS 240 would only be rewarded from the challenging incursion which means that the incursion will still have it's place and ensuring that players are adequately equipped to take it on. Having rewards based on individual gear score would be the single biggest step in improving the endgame content of The Division.

    Problem 2: The city feels empty/too easy after level 30
    - After taking out all the world bosses, completing the side missions/encounters and finding all the collectibles there isn't a whole lot going on in NYC. More to that point is that whilst you're doing most of these tasks, the world still feels empty.

    Solution 2: Respawning World Bosses/Treasure Hunt
    - Having world bosses respawn on a daily/random timer would be instrumental in making the city feel alive or even just for the community to band together on something. I envision something akin to Final Fantasy XIV's Odin boss spawn, where somewhere on your map he drops in and players begin migrating to his location to get in on the action. We could see something similar in The Division by having a world boss spawn in and have players scour the streets and post to these very forums to track him down and take what he has. The second step to solving this problem would be to have civilians standing round and talking in groups instead of fighting over a log (or whatever it is they fight over) once you've taken back a district. Better yet, have all enemies scale up to 30 and have the civilians try and protect what you've taken back!

    Problem 3: The Drops
    - Once you hit GS 163+ the world enemies stop dropping anything relevant. You get blues, purples and greens that you couldn't possibly use given that crafting got a good shafting.

    Solution 3: Change crafting back/Better drops
    - You could fix this very easily by changing crafting back to how it was. As it stands nobody is getting any relevant gear from anywhere but the vendors. The incursion is a crapshoot because it takes far too long for little to no reward. People want what they like and people are particular about what they like, so let them choose, if I need a high end chest piece let me keep crafting one until I have one that I want instead of running the incursion once per day in the hopes I'll get anything other than a useless performance mod.

    Problem 4: The Incursion
    - Okay so this could be a big one but I'll keep it short. It's too difficult in terms of what you get as a reward. The penalties are too punishing and in short, it isn't fun getting fisted for a dollar.

    Solution 4: Pay me more
    - I want something good for my troubles and as I mentioned before (if you've been following so far), a performance mod isn't going to cut it. If I'm gonna get f*cked left, right and center then I feel like I should be rewarded with something that offsets the amount of f*cked I've been. The best way to solve this problem is to give a single token that can be claimed at a specific vendor that will sell a single version of every single weapon/gear/mod that is in the game so I can truly get what I want. You would get one standard token as a drop off the boss that on hard could be redeemed for anything from this vendor at GS 191/204. On challenging you would get a token that could be redeemed for anything 204/214 and as the weekly rewards you would get a token that can be redeemed for anything at GS 240.

    This is just a dream list here.

    Last point about token system completing the hardest mode content possible i already mentioned many many weeks ago. I was probably first to suggest this because that time i didnt see anyone propose that. Again i doubt Massive wants to implement that solution because it is against their "progression" design to give so much control to players. They want you to be on hamster wheel and keep running until rng maybe one day smiles upon you.
