Loot in WOW wasn't RNG though. You knew what boss dropped what specific gear item and raiding guilds had DKP and bidding/tie breaker systems to ensure item progression amongst raiding party. The only randomness in WOW was down to whether or not the item you wanted might drop, not whether it might drop and whether it would also be any good. Having a totally RNG loot system in this game means you need to allow people many more chances at rolling the dice to make up for the lack of certainty in what drops. It also doesn't help that many of the stats you could roll in this game are so bad that they automatically make the item useless and the pool of viable stats is so lacking. Do you really need health on kill given the unlikelihood of you landing the killing blow? Would you take an AR where the first bullet of each magazine had a chance to set enemies on fire? Ideally, there shouldn't be any bad rolls, only decent and better rolls but in order to achieve that, they need to seriously redesign the entire loot table and many skill/stat mechanics.
Timegating end-game gear isn't neccessarily bad, I had alot of fun running alts through TBC playing different playstyles but the thing is many people struggle to even gear 1 character properly given the randomness of this game, hence the exploits to get more chances at getting decent rolls out of many bad rolls.
Once there was a game developer who build an action rpg. After launch they realized, that in that way they build the game, it wouldn't work. The community hated it and the developer too. So they rethink their decisions and rebuild it.
Then there was an other developer who also tried to build an action rpg. They did the same mistakes like the other company. The also didn't understand how the gamer likes to play their games. And that is what matters! So they changed there decisions and developed the right thing.
So now there is third company, who tried to build an action rpg. And i have to ask myself. Why are they doing it the same WRONG WAY? Do they live behind the moon, are they to busy at work that they don't know whats going on outside their games or are they just to naive and think they could make it better. Two BIG projects still showed how you shouldn't do it!
It's like you have a mature exam and you got all the answers in front. And on exam day you think, **** the right answer i do it MY WAY!?
Its just a wast of time, money and careers.
I know this videos are already across the forum, but after all, they show perfect whats wrong with the game. Besides the bugs and exploits. And they should became directed to the devs!!!

Time-Gate: I understood what you were saying maybe my response wasn't as clear as it could have been. I understand that you aren't locked out of the content because you can run it again and farm the 191 gear. The lockout is more of weekly assignment of Completing the Incursion on Hard/Challenging, and you are rewarded a 214/240 GS item. Grind for weeks looking for the best gear so a cheating exploiter or hacker just makes it moot!? Challenging mode for FL is so hard that people have to cheat to beat it. I have great firearms and stamina, 4 piece with matching squad, w/healer, and the instant across the room shotgun take down is insane!
Although the main thread Idea is horrible, I feel the developers will fix this.
Overall I think they way the game provides loot is fine but some tweaks could be made. First off I'm a predominantly solo player so my view is likely very biased toward that. Currently there isnt a real challenge mode option for a solo player. The actual challenge mode being solely designed around a team of agents which completely goes against the story of the game itself makes it nearly impossible for anyone solo to go in there and really do anything. There should be a separation between team challenge mode and solo challenge mode. For anyone like me it is a serious let down that those missions are set up in a way that if you dont already have godly gear (in which you would have no reason to do it) then you cant even make it through the first ambush area in the majority of missions just because 1 shot and your dead. Lets be honest Hardmode is an absolute joke, when you can take a level 30 with 0 gear score into hardmode and walk through it while your 6 year old is playing then that sums it up right there) hardmode should be normal mode and drop the gear that its dropping now, solo challenge should drop 182 gear with a less than 5% chance to drop 191 or 204 gear. and team challenge should drop 191 gear with a less than 5% to drop 214 gear.
I typically dislike grouping in most any game, it took me 3+ years of playing EQ back in the day to even decide to join a group. Groups get you killed, especially in games like this. Which brings me back to my original point about challenge mode, give a solo player a chance, challenge mode shouldn't just be mobs that have 250K dps and 25 million hp/armor. Challenge mode should require tactics and strategy, and for players like myself would be extremely fun, I'm not saying nerf the crap out of the hp and dps of the challenge mode mobs but perhaps lower them to be on par to what dps is expected of a single member of those 4 man teams you built it around. Still a challenge for a single player and give the mob better AI so they try to actually flank me and such requiring the player to have a level of situational awareness that would be expected of an actual field agent of the Divisions caliber.
Enough about that. Back to the loot itself I agree with a previous poster that it feels like some items were just arbitrarily assigned a gear score with no real thought or formula as to how it was derived. I have crafted s a bunch of 182 items now that are atrocious compared to some randomly generated 163 gear pieces. There should be a noticable power gain throughout each tier of loot. If minor attributes are being used as part of the formula than *hint* take that out of the formula, minor attributes should just be bonus on top of the base piece of gear which should be a numbered formula in which armor value, talent, and major bonuses are taken into account to determine the gear score. And yes that means re-rolling an items major bonuses could change the gear score of an item for better or worse. I have come up with a formula but its very long and has a lot of conditional so I'm not gonna post what I think it should be.
I also agree with time-gated "special" content. Things like the incursion challenge mode should be a max of 2-3 times per week. Like a 72 or 84 hour gate timer. Regular Challenge mode no need to change it from what it is. But if a zone has a guarantee of something like a set piece/ best gear in game, than it should be gated. Trust me I have seen plenty of games forget to do this and a week after release of content your hardcore players are QQ'ing cause they have nothing to do.
To sum up, put a real formula in place for gear score per item, or at least tell us what it is so we can tell you where it went wrong. Add a new challenge mode for solo players, it should not require extreme gear scores but should require tactics and strategy, seriously enough of the lets just give it more hp and dmg approach make the AI work for you. Eliminate the glitch potential in every area of the game as it is right now. There are 100's if not more videos on you tube and the like of people showing you where and how t glitch everything that is glitchable, go watch those and then fix it. And most importantly find a way to eliminate the hackers, its your fault that its so easy for them to do. there should be a guy right now at your office locked in a room until he figures out a way to stop them. just cut a mail slot in the door and feed him hot pockets until its done.
Forums needs more progressive threads like this one, instead of a bunch of kids crying wanting refunds and sharing more ways to exploit the game! Bump!
I think at this point in time, the best thing they can do is invest some time and money into eliminating hackers.Next, they need to set up a PTR to help eliminate future exploits and balance gear as they release more and more content.
