A glitch is taking advantage of the game without altering the flow of code. Basically it's working as coded.
A hack is altering the flow of code.
One exploit can be patched while the other exploit may not be able to patched but instead it may require 3rd party software to monitor the client. This 3rd party software may be a COTS product or SaaS product the company has to purchase decreasing their overall ROI which increases their financial risk.
With that said you're a fool if you think both should have the same punishment.
I never discussed punishment. But the end result ends up being the same....the legitimate players gets hosed. Then again, I shouldn't expect any less seeing what goes on in the real world.
