It was a worthy attempt at least. Ubisoft just doesn't have the experience in how to manage a multiplayer game. That's no dig at them, it' s just most of their games have been singleplayer. I'd have to give a HUGE KUDOS to the art team. The game looks...incredible. Great voice acting. Great cinematic scenes. The graphics are top notch. The fluid animations are great. However, what it comes down to though, the gameplay itself is just, well, the nicest thing I can say is they just don't have the experience to properly work a loot game, and they certainly don't have the experience on how to handle a multiplayer environment. They are also used to glitches and exploits being "okay" due to most of their games being singleplayer. In multiplayer, you absolutely must nip those issues in the bud or it turns into a nightmare.
All in all, I'd say the Division is a grand project that was worth the attempt, but unfortunately ultimately has failed due to a lack of experience for those developing the game and\or calling the shots for a multiplayer title. It's possible that it can be recovered and improve over time, but it's going to be a lot of work. So many things need to be re-designed from the ground up. The fact that just about everything is client side, and the fact that whoever is in charge absolutely needs to change their mindset on handling exploits is something that shows a long hard road to go down.
