I don't think it's so much the difficulty as it is just the unreliable nature of drops and the loot system. If people had a more reliable way of getting loot. There wouldn't be a need to exploit. I'm not saying make it easy, but it needs to be looked at.
They need to look at some stats on some weapons and gear that have no business being there. Instead they just have all the exact same stats that can be rolled on all the exact same types of gear. For the set gear, I think they could further customise it fitting the role that the set is designed for. Not just have all the same stats for everything. Make the set gear special and not just like every other piece except for the color. It takes away from the whole point of sets and their specialities.

Most people aren't ready for the diffculty. And I'm not talking about the people that are sitting on the forums with 200+ Gear Score and 200k+ DPS. Of course these people will say, that it's not hard on challenge. Some people actually made good points. The shotgunners are ridiculously overpowered. They have crazy ranges and can easily 1-shot you on challenge incursion. You need to find a decent team for the challenge, which isn't that easy at the current state of the game. So I just read in the news what ubisoft is wanting to do. Personally I don't think we should be punished for your horrible programming. Someone found a glitch and an exploit in your new content and it spread like a wildfire in a dry forest. People couldn't even matchmake challenge mode with out someone teaching this glitch. The programmers only have themselves to blame for exploits like this. Either way I have yet to find any real enjoyment in your game either way, if it wasn't for friends I probably would never have touched it. So punish us if you wish, I would love to see your title fail even worse than it already has. there are two reasons why people are exploiting.....
a) Because there is no apparent penalty for cheating in the game (Ubisoft/Massive are to blame here!)
b) Because people expect to be given everything for free without having to work for it (society is the blame here!)
There are always going to be bugs and glitches and exploits and unless the exploiters get punished then that'll only increase in numbers. Certainly Ubi/Massive should work a lot harder at removing these glitches AND the temptation to use the (bans!).
The blame is 50/50 between the developers and the community (or at least the members of the community using the exploits). My biggest issue with this is the fact that the DZ ends up with a large disparity between in gear levels between exploiters and non-exploiters. Even if new exploiters get banned there's still all those who have had major benefits from past exploits. This is the one thing Ubi/Massive need to sort out.
tl;dr:
a) Ubi/Massive should have resolved this much much quicker.
b) Exploiting is unacceptable no matter your reasoning.
