Cant switch skills on CD anymore. Bug or intended ? | Forums

I am no longer able to switch my skill to another one after i used it. I usually cycle between my RB skills betweem pulse, heal, sticky and turret. I just got home from work and after healing myelf with first aid, i wasnt able to switch to another skill after i used it.

Is it intended or a bug ???
