It actually does make sense. When he pulls out the grenade the lag begins. Because of the lag the information that the grenade has been thrown does not reach the server. However, it still counts the timer for the grenade and explodes it in his hands. That's why the servers suck. When I play CSGO, I see when the game is lagging it's lagging for everyone, it's only a difference between who can compensate for it better.
Here, the hitreg is client-based, server confirmed, which adds additional lag to the one you already have, therefore someone can have an amazing game while the other one will be bugging, glitching, and teleporting.
