They actively discourage it because otherwise you'd get trolled by those who you cannot compete with.
It's one thing to make an open world PvP instance where everyone can be shot whenever, for no reason.
It's a completely another thing to turn it into a NASCAR race and let people at the top prevent other people from getting to the top. I'm not against PvP, but it would be a bigger bloody joke when you end up with an area where the only choice people have is to feed kills to people driven by K/D counters.

Another PVP gameplay will be in an upcoming DLC. Perhaps it will offer this so called "risk free" version as well. However, i fail to see why itīs such a sad day and why one should feel sorry for people betraying the cause and to be honest, does nothing but trolling or harassing the other players in the DZīs.
I have as of yet not seen any good sportsmanship PVP at all. Just high lvl D**k moves from people trolling those that are to low leveled or under geared. The result is fair, but people never like it when their own "fun" actions turn around and bite them in the behind.
