(thorough clean install of video card software through safe mode for a complete cleanup) reboot to normal os then reinstall.

Did you debug using eventviewer, check for errors occurring etc?

Did you see the last resort option before?
Backup files to keep, game data etc. Startup windows setup, remove c:/ partition, repartition, format, install clean windows.

Refreshing the OS that way is usually a winner and can keep these annoyances away for some time if done on regular basis. I do it... Once or twice a year... And I'm running on some old hardware to boot. R280, older model Proc, 2600k. 8GB of ram... Running as smooth as a baby's buttocks.
What you're saying is that I have to reformat my computer just to play a game that should be working fine to begin with? I don't crash to desktop on any other games, but The Division.I've done the C++ and dotnet stuff. Looked like it worked for a bit, but then it still does it. I uninstalled my graphics driver using the display driver uninstaller from guru3d. I installed an older version of my graphics card driver. I'm not going to reformat my computer for one game to work. The problem is on the game's end.
