I purchased a download code for Tom Clancy's The Division two days ago. I tried to activate it on uPlay and it seemed to accept the code, but the game did not appear on my uPlay games list after doing this. I tried to activate again to make sure, but uPlay now says the game is already active on my account, even though it's not listed! Why is this happening? I submitted a support request for this on Sunday but have yet to receive any response. I just want to play the game and so far feel like I wasted a ton of money. Please help!
So I just resolved this issue with Ubisoft Twitter support (very fast and helpful)! Support saw the activation in my account but noted that the game was keyed to a different global region! If this is happening to you, there is a very good chance the retailer who sold you the game/download key gave you one from a region that is not yours. I had to follow up with the retailer and get a new activation key which is now working just fine.

I've got a super simple fix, after about 5 hours of screwing around with various things, I deleted two files from my steamapps\common\Tom Clancy's The Division.
uplay_install.manifest
uplay_install.state
After deleting those two, ran the game normally and the Uplay Product Key/Activation Code splash screen no longer appeared and the game began normally.
