Xbox OneCan't pick up ECHO General #03, it won't unlock and can't unlock Skillz achievement | Forums

I have all collectibles apart from ECHO General #03. There is one echo left on my map that I can't collect, so I am assuming its this one.

Also, I cant unlock the Skillz achievement. Equipping every single skill mod in the game will still not unlock the achievement.

This is very frustrating, yes! Would be nice to hit 100% in the collection department! Unfortunately, #3 in general, found in Tenderloin, does not wish to be collected. Seen, yes. Collected, no!..

The one in tenderloin isn't actually general 03, it's the bugged one that you can collect but stays on your map. I just found 03, it's next to the DZ entrance in the garment district

So, I now equipped and used every mod... Still nothing! No achievement/trophy I'm level 30 now and have try ALL Skill mod's.
I noticed that when I open the abilities menu, it keeps explaining the mod system as if I was just unlocking them. Perhaps the tutorial scripting is confusing the system.

Support Ticket: 03068535 is now 4 days old, still no response!

Exactly the same here with the tutorial popping up every time and the achievement not unlocking. Has anybody tried unlocking this one with a new character?

EDIT: I would just like to confirm that Rorkhill2 is correct about the general 03 echo location. I followed his instructions and picked it up with no problems at all.
