Console hardware capability is not the main issue with FOV, its the developers who don't give us the option.

I managed to solve the narrow FOV for 32:9 resolution 5120x1440 on AMD.
1) Create custom resolution of 5120x1420 (just 20 pixels less than the native resolution) in Radeon software
2) Use that resolution in the game
3) Have the monitor or GPU set up to upscale the picture to 5120x1440
This way the game sets up much wider FOV and the picture does not look distorted (the difference of 20 pixels on height is not noticeable).
No black bars.
