Ubi needs to resolve the flicking issues 1st as it makes people fall ill within seconds.
If you really care for disabled buddy, you should pull in time and effort in researching and finding tools/equipment/devices to aid him.
Complaining and using social media to tear the company apart for the wrong reasons, while doing nothing at all does not help your disabled friend at all. Which is totally different from giving a recommendation to aid the disabled.
Mean while, you can ask your friend to try out OCZ's Neural Impulse Actuator. It can map keys and command just by thinking about it, but it require lots of training on user side and software side to get used to it. I personally use it and works smoothly for me, when i was handicap. I had broken right arm, right shoulder , right shin, 2 broken ribs on the right side and fractured pelvis on the right side when serving the Army.
There tons of 3rd party key blinding software on the intenet. Do some googling for your buddy. But I don't use it as I perfer controlling everything manually.
The benefits of putting such effort allows your friend to play across multiple games without having to conplain and tearing a gaming company apart using social media for the wrong reaons.

Yeah, another disabled gamer here.. UBI needs to add an option to disable in game joystick. Its completely ruining the game for me. I even attempted to add an extra joystick to the machine an add it as joystick 0. So the game would use that one first. Instead it used all the joysticks. Terrible designI get that this is a port but you've need to add basic pc options
