    In game message board

When you walk through Camp Hudson, you see message boards with missing persons, etc. I think a cool feature would be that you could post messages to find others to play with....like a recruitment poster. Thoughts?

I kind of see where youre going with this, but I think with proximity VOIP and the matchmaking services provided already it kind of defeats the purpose. Just my personal belief though. Still a neat concept.

You are correct that we already have tools to help us make parties already, but perhaps with what the OP has suggested we can get a more refined form. Perhaps state what the party is for such as doing any of the events or side missions in the pve open world. Or perhaps to help find a team for a specific purpose in the dark zone, looking for a team to loot npcs and no going rogue, things like that.

You both pretty much get my drift. The VOIP works in most instances, but you have to actively run around the hubs to find people, instead of "doing your thing" in the game. Your time would be better spent playing the game, and letting your "want ad" do the recruiting, you know? Now, I'm not really into the whole clan thing, but that would be a good recruiting tool for those looking for other clan members as well....kind of a whole "____________ (fill in the blank) Clan Wants YOU!"

    Yes.
    Even if it seems redundant

it has the advantage of supporting offline comms. So whilst VoIP exists, an ingame message board can be used to inform people logging in.
