I had been thinking quite a bit about why the reward from going rogue didn't feel worthwhile in the beta and then it dawned on me. The reward for surviving rogue status in the beta was a flat amount of dark zone money based on your rogue rank aka how many players you killed. (I didn't pay as much attention to rank xp but I am fairly certain it was a flat amount as well.) If you were rank 1 you got roughly 100 dark zone money for surviving, 200 for rank 2 and so on up to roughly 600 for surviving a man hunt. My suggestion is to make the reward scale based on how much money you currently have and how high your dark zone rank currently is in addition to your rogue status. Since you lose money and rank proportional to the amount you have why shouldn't the rewards also be proportional? This also solves the issue that players with very low rank and amounts of dark zone money stood a lot to gain from going rogue while risking very little.
If you are going to argue the rewards should remain a flat rate because of drops from other players I disagree for a few reasons. Non rogue agents you kill drop very low amounts of dark zone money unless they have a very large amount of dark zone money on them. Also, you cannot sell the dark zone items for dark zone money.
I understand gear in the full game will not be so dependent on purchasing gear from dark zone vendors but I still feel both the reward and risk should scale so that it still viable at the end game to go rogue. If the most interesting part of dark zone gameplay isn't worthwhile at the end game, then I don't know what will be worth playing at the end game.
TL;DR: Make the reward for surviving rogue scale based on how much money you currently have and how high your dark zone rank currently is as well as how many non rogue players you killed.
