I'll keep it simple,
Many of the NPC's in this game just mindlessly shoot, miss, run at you, or hide in cover when clearly they're exposed.Rather than making enemies "harder" by increasing the amount of health/shields they have, I have a better solution.
Some enemies have body armor, helmets, etc. I think you should make damage scale by hitting points of weakness, to encourage players to get flanking positions to get a better shot on said positions rather than just volleying bullets at them from afar (as a result of the bullet sponging, this is largely ineffective and less fun as a player).
Examples: Raider in a hoodie, should be easy to kill. A player wearing body armor should take less damage to the chest. Targets should not be able to take a sniper rifle round to the eye socket and still be able to be cognizant enough to engage...but if they had a helmet then that could absorb some damage from headshots.
This is how games like Destiny worked around bullet sponging a bit, by adding the elemental shields on certain enemies that required a certain damage type to disable. This would be similar, but in a more Division-esqe way. Sure theres plenty of ways to do this, but maybe this could get the gears turning for the devs!

sorry mate, this is an RPG. Stat, gear, health, damage, and npc progression. If you dont like having to shooting smething multiple times then dont play an RPG. We understand its a Tom Clancy title but again the realism is not directed at how the guns and damage is reflected. Its directed to the plot and environment.
Headshots do critical damage, if you cant accept this fact, look into another game.
Also even in fallout the enemies without head armor were bullet spongey. Lol i have shot enemies in the face point blank with a shotgun in fallout and the most they did was flinch. so using fallout as an example only strengthens The Divisions argument.

With an LMG you can suppress the npcs which then allows you or a friend to flank them. If you lay down enough firepower the npcs will retreat back or group up allowing you to grenade them.
Yes sometimes the AI acts dumb and just stands there but most of the time if you play tactically the game will follow suit.
I'll give you an example, in the hospital mission on any difficulty if you and your friends stay back in the fight on the basketball court then the enemies will move in and surround you after awhile, If you move forward and lay down suppressing fire then they will back up and take cover more. This happened to me plenty of times and I've of course found the best strategy is to play offensively, the more pressure you put on them the less they are able to do to you.
