During the closed beta a few weeks ago, the first story mission on Hard difficult was a challenge.
It required a group to community and strategize. It felt very rewarding because we wiped quite a few times and we had to work at it. And all of us were the level of the NPCs. And this was with a group of friends where we were communicating. I tried doing a matchmade team and we couldn't get past the boss.
This past weekend I went in 2 levels down from the NPCs with matchmade players and we breezed through it. It wasn't fun or rewarding.
I would expect Hard to be Hard and reward you, even at the easiest levels because of good teamwork and strategy.

It is literally the only mission and the first mission. Why does everyone expect to be well rewarded for the first mission and for the first mission to be much harder?
Harder missions will come by as you play and better rewards will also come from higher missions.
Honestly, complaining about the only mission in the beta being easy on hard and not rewarding is a pretty narrowminded opinion of the game with very little judgement.

okay, did it with 2 or 3 and it was an okay challenge with 2 lower level guys and me @ level 8.99 with BiS items. Whether it's okay or not remains to be seen, I have a couple of suggestions to add to yours though.
1) if this is hard - they could probably add an ULTRA difficulty for 4 x people with good gear especially with matchmaking.
2) if he NPC level is static - i.e. the Garden mission is say level 9 - then maybe the challenge shouldn't scale too hard, but i'd suggest that there be end game replayability for ALL missions.
3) rewards - the rewards were garbage, hopefully there is some kind of scalable end of mission reward - maybe some loot crates or boss has chance at high level item - much higher on hard/ultra difficulties.
I sure hope "hard" isn't the hardest difficulty on release. I for one will be disappointed, as you can clear that with only pistols.
I expect an difficulty that is hard for people who have played shooters for years. People who knows how to quickly aim onto targets heads, use proper tactics and have good communication. I might be expecting to much.
Agree with this. The first beta the story mission on hard required much more communication and strategy to complete. We wiped several times trying different tactics which is a good thing. We needed to plan who would go up and flank, who would lay down DPS via sniper, and who would heal...etc. The 2nd beta, we played this mission again and completed it first try w/o wipe in a fraction of the time. Yeah I wouldn't judge the difficulty of anything based on what we have had here in these two betas.
I found the hard mode of Madison to be just as easy as the normal mode just required a little bit longer because things were a bit harder to kill, other than that the exact same methods I used on normal worked on hard.
I have a feeling though mission length and difficulty will amp up in the later stages of the campaign.
Have you considered the possibility that, now that you're more experienced with the game's mechanics, aiming and AI behaviour, may have made a difference to how well you performed?
You might be long time shooter fans, but surely even if that were the case there's still a certain amount of familiarisation that goes on when playing a new game?
I know, as someone who prefers to play actual RPG's (as opposed to this shooter with RPG mechanics), I breezed through the starting encounters and side missions which caused me untold grief when I played through them in the closed beta; I'm never going to compete as a twitch-shooter player, but when I first played through them I couldn't figure out where I should be shooting, or where the enemies were coming from, this time I was lining up head shots, shooting the tanks on Cleaner's backs, knew where the enemies would spawn from and so on.
I don't recall if I tried Madison on hard in the closed beta, not sure if I was even aware that you reattempt them at that time, but this time I soloed it on Hard with repeated wipes on my first few attempts, however, this morning I ran it twice in the hour before the servers closed and didn't wipe once. I was learning, I improved, it's what we do.
