First of all I'd just like to point out this was first posted on The Division Subreddit (but was removed for some unknown reason, I wasn't breaking any listed rules. So if that's the same case here, please feel free to take this down.) But that said, I'm not trying to bash on the current Rogue system or game, I'm just sharing my mind to try and improve a part of the game we all know and are anxiously waiting for. I spent a lot of time in the Dark Zone in the Beta so there is a lot of thought behind my suggestions, that's not to say they're perfect.

(apologies in advance for any grammatical/spelling errors, writing long posts isn't my forte. Also any formatting errors...)

The biggest complaint I have with the Rogue System is it's too much running away and not enough holding your ground. The higher your Rogue Level, the more of a running simulator it becomes. I can't fire back at the people trying to kill me because my timer will reset, and if I do run away whilst they are shooting me, my timer will stagnate for a short time extending that time even further. All this while on a 300 second Manhunt Rogue Level gets a little bit ridiculous, trying to survive 5 minutes while the whole server is notified and trying to kill you is hard enough. I understand it's supposed to be hard and rewarding, but it gets to a point where the difficulty overlaps the fun and become tedious, both for the casuals and even the hardcore. Let me share MY recommended changes...

• 2 new player states, 'Hunter' and 'Good Guy' (purely placeholder names)

- Hunter
To become a Hunter, you simply find and hunt Rogues like you would currently. The difference is, as you fire upon a Rogue, your nametag will turn orange. This orange nametag indicates you can fire back as a Rogue without any penalty even if said Hunter is killed, this goes back to the stand your ground I was talking about. If you are a Hunter and the targeted Rogue escapes/is killed you will return to the normal non-hostile state. If you fire at a non-hostile player/Good Guy as a Hunter you will become Rogue.

- Good Guy
To become a Good Guy, you have to be shot by a Rogue whilst in a non-hostile state. The difference between a Good Guy and a Hunter is if you are killed by a Rogue as a Good Guy, the Rogue's timer will be raised to his current Rogue Level cap. (if the Rogue has 75secs on his timer and kills a Good Guy, his timer will now be 120secs because he's level 2 Rogue) The Good Guy also gets a 10 second timer of his own with a green skull and green nametag. This Good Guy state is essentially for the Rogues that want to raise their Rogue Level, something you are unable to do against Hunters (I'll go into how you raise your level as a Rogue in a minute) If you fire at a non-hostile player/Hunter you will become Rogue.

⦁ Changing how you raise your timer as a Rogue. (WARNING: numbers may be a little off, I'm simply using these numbers for example)

-You can only raise your timer when attacking non-hostile players/Good Guys.

-Every 1% you deplete of a non-hostile player's health adds 1 second to your timer.

-After the 10% health depleted threshold is met, a non-hostile player will now become a Good Guy.

-Every 1% you deplete of a Good Guy's health adds 1 second to their timer, if their timer is maxed out at 10 seconds, still adds 1 second to your timer, but not his.

-Good Guys cannot raise their timer, only Rogues can raise their timer by shooting at them.

-After the Good Guy timer has depleted if they choose to run, they now return to the normal non-hostile agent state, now allowing them to now become a Hunter if they decide to return and shoot at you first.

(I know it may seem confusing and there may be a lot of issues with my method, and I also might be forgetting about a few things, but you can see my general idea. It's a lot harder than you may think trying to redo and come up with your own Rogue system when having to take every playstyle into consideration. If there's any issues and changes that you think need to be made, let me know. I'm just trying to offer solutions to fix the current somewhat broken system, even if I'm doing a terrible job)
