Have you tried checking background processes? I assume win 10 has more so perhaps stop some of them and see?
I'm not exactly an FPS buff so I'm just putting something out there.
Well, I checked, and I dont find anything suspicious that problaby causing my bad performance. No background processes that consuming too much CPU, HD or RAM. I'm really dissapointed with this, it's seem that I'm the only one who passing to this problem.

You should verify your game files

Windows 10 was a little bit difficult in the beginning but it really is excellent It allows us to use DX12 and in the future it will have "game mode" which will increase FPS in games

I assume you already have set Uplay and all your games to "run as administrator"

I do not know your pc specs so I will mention some usual problems.

Geforce experience can cause problems, if you have it installed, uninstall it. Win 10 has an xbox app which has a game dvr which slows down and affects games, you need to disable it. https://www.youtube.com/watch?v=sU6DFUgBE4g

Also it might help to uninstall your graphics driver and try a different one (use a clean install, preferably use wagnards DDU.exe it uninstalls every bit of a driver and will installl another driver that you have downloaded on your pc )

Sometimes limiting FPS (to maybe 50 FPS) with another program (like bandicam or dxtory) will work

Have you tried changing settings? a lot of settings like AA are very damaging to a games performance, it might not affect it all the time but in certain places it might cause stutter or freezing.

If you are using SLI or crossfire ... try disabling 1 card

Are you trying all the possible solutions? if you skip any then you might miss the fix for your pc. Your system is very good, similar to my own. (I just re-installed Syndicate and I'm playing it at 1440p to see if it still runs perfectly)

There are only a few more things I can suggest.
Try running it in compatibility mode
And in case your gpu clock speed is a problem.. (which it should not be) go to Nvidia control panel, click on help, select debug mode, then run syndicate to see if it stops the freezes.
Try playing in offline mode to see if it stops the freezing.
