Assassin's Creed Unity Crashes at Title Screen

I have been trying numerous options such as removing the Ubisoft and Nvidia Logo video and the PC warnings; and verifying the integrity of the game files. This has not helped to resolve this problem though. Is there any way to fix this problem? I am running the game using Steam. It might help to know that in the Assassin's Creed Unity folder in Documents only contains one file: ACU.ini. There is no trace of the proposed second GFX file.

    My specs are:
    1920 x 1080
    i5-3470 @ 3.20 ghz 3.20 ghz 4 logical processors
    16gb Ram
    Gigabyte Gtx 960 2gb
    Windows 10

if you go to geforce experience and optimized the game from there, will the GFX file get created? if yes, try to launch the game and see if it fixes the issue, if not, please try the following suggestions:

I have tried this, but all Nvidia says is that it can't retrieve current settings. I will try to re-install the game by creating a backup and installing that backup. I'll tell you if this works.
