Potentially a bit of a different topic to bring up? I apologise in advance for my naivety on the topic. I guess this topic could also expand into content creation as a whole, whether it be clothing, visuals, etc?
I'm hoping someone could answer a few question for me regarding Clothing and Fashion design for and in games.
Is it a communal dev. task where everyone has input and contributes their own styles and tastes to designs, or is it a specialists job to look for clothing inspiration pertinent to the topic at hand and design it?
Do you have fashion consultants come in and discuss appropriate outfits for your characters? Presumably you have Military consultants talk to you about gear (weapons, armour, webbing, possibly clothing, etc) although you most likely have some expertise/experience yourself?
I'm curious for several reasons, for which I wont go into. But generally cosplay, for instance, is a great advertisement for games whether they're pre-release or already released and therefore I cannot believe that it is by chance that you just choose some random outfits for your characters to wear in promotional content/advertisements, is it?
For me, I'm not actually intrigued for cosplay purposes, but more for the fashion design and advertising purposes themselves.

Mind you, I don't have a definite answer for you on this, but my guess is this is what happens:
The character artists research what each of the factions in this case would wear. So Thugs -> how do NYC thugs typically look like?
Civilians -> what are some of the trends that we can see among the NYC residency in winter
Agents -> considering their background and being a bit general, how can we expect their clothing to look like combined with the fact that they're there for a purpose and need to survive?
So I believe, again this is my personal opinion, that the character artists creating the clothing items based on logic and research. I don't think there's a fashion consultant or anything like that for just the clothes, however I could be wrong.
As for it being a communal dev task, I don't think it is. I think it's the job of some specialized individuals working together and answering to a more general creative director for instance to make sure the look and feel fits with the that of the overall game.

That would make sense @Natchai regarding specialized individuals working on character creation as a whole, so that would mean body and faciall construction as well as equipment and clothing creation. After creating this topic I came across this podcast (not sure how I missed it) Division Sound Cloud which is actually very informative on the subject.
It's something I'm going to look into further. I'd love to try get into working around this part of the industry but I can't quite work out if it's a specialist task or not.
