To answer your question, there are some tactics being used to "Trick" the Good Agents to fire upon the "Perceived" Rogue Agent. They do this by using a pistol and shooting the good Agents once. They then have a red health bar, BUT not the rogue status, so you turn to see who has shot you and see them facing you, and RED and you believe they are trying to steal your look. You then return fire, making yourself the Rogue Agent. They approach your team and do the ridiculous emotes to make you believe they are not hostile, when you move in to hook up your bag to the Heli extraction line, they mass sticky bomb, then nade then, if need be, fire upon you. if it works out well, they will kill you loot you and use your own extraction to secure your loot. At worse, the kill you and run off with your loot. To answer your second question, the Heli takes four (04) bags, it doesn't matters whose they are, to the Heli pilots they are just bags from Agents.
The problem with this is that the Bad Guys, get to look like the good guys until its too late for the real good guys to do anything about it. Its only, IF you are lucky that there is another Good Team nearby to assist you. Today I Pugged and we took on a bunch of ten NPCs in a building, just after we started we were joined by another team, everyone worked real well and downed the NPCs, as we moved in for loot, the second team turned on us, already heavily damaged, killed us looted our packs and ran off. No fun for us. no loot. no knowing who you can trust.
This system needs to change before we even go live. You want to go rogue, that's fine, you attack a good agent and get flagged as a rogue, none of this 20/90/etc second timer, your flagged. I have some ideas on how to change this system and I'll be posting it on the forums for the Devs to see. If this doesn't change, you will have a game of griefers and those who are sick of being griefed. The flagged time, only makes the situation worse, as once the timer runs out, they are standing next to you at an extraction point again, and there is nothing you can do about it.

In the Dark Zone no one and I mean NO ONE shoots anyone unless they are marked rogue or go rogue. At the current point in the game there is no reason to PvP because you get punished for going rogue and killing people. You cannot kill other people who are trying to kill you because it will extend the timer. I think they should remove the stages of rogue status and just make it so when you do go rogue that it sets the timer at 5 minutes and killing people or getting shot does not reset or pause the timer. Also, when you kill someone while you are rogue, the 5 minute timer should decrease by 10 or more seconds. The way things stand in the beta for the dark zone there is no point to PvP because anyone who does so just gets punished. My idea may seem ridiculous to some and it may not be the best, but I can assure you that it is a better system for PvP than the current one that is in place. Please take this into serious consideration as many people would probably agree with me.
I love the Rogue system as is. I think it works fine. I have made a lot of money and collected a lot of gear blasting Rogue Agents. And you guys are so clearly marked on the map for us to coordinate fire into... It's fantastic. I love Rogue Squads. We hemmed one pair of griefers in so bad on this balcony where they were trying to snipe guys extracting gear from a roof top that SOMEBODY shifted our whole squad to another phase. Which makes me think that the rogues were actually some devs working on some balancing or something.... It was a victory in a sense. They had to cheat us out of the way. lol.
As much fun as I had in the DZ during the beta, it's also extremely frustrating at times as well. The fact that the best loot in the game is tied to this area may be a blessing and a curse. But more on the curse side for those of us who aren't able to form a full 4-man squad. Going solo in the DZ is basically suicide because it's far too tempting and easy to gun down a solo player and the timer for doing so and going rogue is negligible. On the opposite end, having a group of 4 pretty much ensures that you'll be left alone because that's a lot of firepower to take on if you don't have high powered gear or the same sized squad to compete.
There should be a matchmaking algorithm that can detect the size of the squad you're going in with and put you in an instanced dark zone of players who are matched the same way. So if you're solo, you only have to worry about other solo players in the DZ. Squads of two against squads of two, etc etc. I think that this would bring a lot more balance to the DZ than it currently is.
