i have watched numerous videos on youtube (and they all seem to be the same part of the game- which is odd) and it seems like every time a player gets shot at, it looks like you can empty a clip into someone just to get them in a "downed" position but not dead, if this is the game why not make everyone wear juggernaut suits and be bullet sponges.. Whatever happened to headshots immediately killing people and 3-4 body shots killing people...
Anyone know if this is being addressed?
The Division truly is RPG first Shooter second. In this kind of game you wouldn't want extremely fast killing, the point is that it can take a bit to kill someone but they're under heavy fire they should drop quite fast.
When I played it at PAX I could drop somone easily in less than a clip size then could swap to my pistol or just empty the rest of my clip into them to finish off. There are also active skills which can help with damage as well such as turrets.
That is very good that we need to shoot a lot to kill someone. At least it shows you will need to plan ahead of time before you start a battle. None can just rush to max level in 1 day or 1 week.
At least it means that lower level players can still kill higher level players this time around. Gear is not everything, you will need to learn your skills and hide when needed not just rush npc's or players.
As many others have mentioned, there is method to their madness!
The long time to kill is there so that it's not primarily a shooter. It's actually really fun working out the best way to take someone down, and then trying to get the timing right for it to all work - eg: imagine you're against a "heavy" Cleaner (flamethrower, shotgun, and body armour) you'll want to throw your gun-turret down to force them into cover, then drop a grenade at their feet to either force them into the open, or to take the grenade, and then unload into them once they're exposed.
