I think the problem isn't with the head shots being too powerful, that makes perfect sense. To me it seems like body and leg shots don't do enough. Like the one guy said we are using 7.62 and other made for killing people ammunition and it still takes 4-5 round to down someone with a normal damage weapon. If you pay attention to the damage log when someone kills you it evens says that the bullets are doing 19-30 damage depending on the weapon. I don't care who you are or how much armor you're wearing if a bullet smashes your knee cap, you're eating the floor. So i say keep the head damage the same and up the damage to the body.
I also have a hypothesis that the time to kill in this game is very comparable to that of Black Ops 3 with the difference being that in R6 we aren't jumping up and down so our shots seem to be more on target. I would like to see if anyone post a video to compare. Try to use similar weapon types and close to the same range without using head shots. Let me know what you guys think.

The problem here is the balance and the kind of gameplay the current balance incentivises.

headshots are usually not random. This is a tactical shooter, a shot to the head would cause death. A lack of head shot would make this game very noncompetitive.
I am seriously frustrated that R6S attracted all the teenage COD players rather than the competitive CS Go players which the game should target.
The only valid argument that you can make is that Ubisoft need to fix potential hitbox problems or any networking problems which they are currently working on.
