Aside from just port forwarding, there is a lot of helpful troubleshooting that applies to these types of connection issues found here.
If this doesn't help resolve the issue, please contact Ubisoft Support.

If u send us to the technical support to open a ticket, then be so kind as to solve the problem and not to give formulaic answers: on the forum - about ports, on support - about the type of NAT. At the moment, none of the methods are not working, and your tech support can do nothing to help.
U absolutely didn't care about the countries with the possible shortage of IPv4 addresses & the technology used NAT2 or NAT3.
I don't understand your motive. Are people spending money and paid for your work, should be concerned about port forwarding and other difficulties? Ahead u'll release "The Division", it'll have the same problem?
I urge u to think again, to acknowledge the problem and work on a solution.
