what video driver are you running ?
if you installed the latest AMD Beta driver 15.11 you may have problems getting the game to launch at all
the only way to fix it is roll back to the Beta AMD 15.10 driver or use the AMD 15.7 WHQL driver

AMD even lists Far Cry 4 launch problems in the latest beta release notes .. AMD broke the drivers as several users have posted about problems with this game and Far Cry 3 as well on HD 7XXX series cards as well as R 9 series cards in the past few days ...once that new beta driver was released...so i would not be surprised at all ....to hear that the R 7 cards are also Affected

also if your not running the AMD 15.11 beta driver here are a few other thing you may wanna check or try

make sure you have the updated version of Uplay installed ..you can Download it here ..just install it over your existing install https://uplay.ubi.com

you may need to close all background applications
as there are Several that can cause the game to crash on launch
the BACKROUND APPLICATIONS that may also cause the game to not launch properly and you may need Exit out of them or reconfigure them to work properly with Far Cry 4 ...............known apps that can cause this are

    A. EVGA PRECISION
    B. MSI AFTERBURNER
    C. Riva Tuner Statistics Server
    D. DXtory
    E. Motionin Joy
    F. some Anti Virus or Firewall software programs (depends on settings)
    G. MSI true Color
see this thred to possibly fix issies with afterburner causeing black screen

oh and i nearly forgot about the AMD core problem .. check your system Bios
make sure ALL 4 of your CPU cores are enabled

PLEASE see this thread for more information in case that's why its hanging , it seems some AMD default bios settings do not allow you to use all 4 cores until you unlock them in your system bios
