I can only speak from my own experience, but after suffering from this bug for years I did a repair install of Windows - this is where you use the Microsoft media creation tool to download a new copy of Windows with all updates onto a USB stick, and run setup from the USB, choosing to repair windows. This installs a fresh copy of Windows but all your programs and documents are left working. Since then the bug is gone.
Previously I avoided installing Windows from scratch because I did not want the hassle of reinstalling programs etc. Instead I installed new versions of Windows over the old install - for example the fall Creator's update, or I rolled back versions of Windows. I upgraded from ME to Windows 7, then upgraded Windows 7 to Windows 10, I always avoided installing from scratch onto a bare hard drive. When I got new hard drives I migrated Windows onto them, anything to prevent installing from scratch!
Whatever the bug was, installing Windows over itself obviously did not solve it..
What I did not know then is that for the first time since Windows XP, Microsoft has given back the option to install a totally new copy of Windows, whilst keeping all programs working.
This is what finally fixed it for me.
I think the problem with this bug is the inconsistency. Believe me, I tried everything anybody has ever posted on the forums -what worked for some did not work for me. It is almost impossible to fix a bug where each user is posting totally different setups - some using Intel, others using AMD, Some using Nvidia GPU, others using Radeon GPU.. Different motherboards, different storage drives, different programs installed - if there is any common ground between the users nobody has ever found it. And let us not forget that this has only affected a relatively small number of people - none of the friends I play with have ever had the bug.
Having a totally new and updated Windows fixed it for me.
