Reporting in, I have the same problem playing on iOS.

I only get fuel when the game is open, if I close, or switch between apps, it doesn't give me fuel.

iOS player here, having the same issue. Gas not replenishing when app is not open (I dunno about when I'm playing, because I have no gas to do so, yet).

I hope this hasnt occurred because they are changing the way fuel replenishes to rip us off even more.

They have already replied that this was unintentional. (but definitely irritating)
