    When you unlock a complex, you have the choice o place them where they can fit. They house the exact same amount of people but the amount of money you get is different. However, the difference in money is so minor that your cash flow wouldn't notice the difference. It takes less room when it comes to building roads because you can build two complexes (eight small houses) next to each other where the smaller homes need a gay every two houses.

    [QUOTE=4 small ones take up the same space as 1 big one, and they give you the same amount of people.[/QUOTE]

    Actually the complexes give in
    stage 1 up to 59 workers the residences 14. 14 x 4 = 52 so less people.
    stage 2 up to 178 operators -> residences 44. 44 x 4 = 176 still less people
    stage 3 up to 893 executives -> residences 223. 223 x 4 = 892 still less.
    haven't played to stage 4 now
    and there is still the space to build including roads thing.

    so I definitely go for RC

    Try to use the complexes as much as possible, you need less streets for it, so you can save up a little space of those streets.
