1) World Video Challange: this doesn't exist in Just Dance 2016. Are you referring to the Just Dance World floor?
2) The console you are playing with?
In general once you finish your performance in the autodance screen there are several buttons once is to upload the video, and that is like Upload to Just Dance TV.

just like Elyon said above, once you finish dancing you should have a button that says "Upload video". Important thing is, you have to use camera for dancing, if you're using your phone as a controller, you won't have such option. It will also not appear if your console is not connected to the internet
If you don't have such option available even though you're playing with camera and can see your autodance and that you're connected to both internet and Just Dance servers, then as Rawrena suggested, you should contact support

World Video Challenge videos can only be made by "accepting" a challenge (selecting a preexisting video challenge and dancing against that score). At this point, no WVC videos that are not a response are able to be recorded or uploaded.
When you've finished your video reply, you'll be given the option to submit your video to the WVC. You will need to have a Uplay account (which you can create or login to from within JD2016). Also, there is moderation, so don't be surprised if your video isn't posted immediately.
