Essentially, Bolivia rejected the military option (drug war) and instead went for improving the farmers' livelihood. This resulted in 34% decrease in coca cultivation, whereas the military approach, helped by American DEA, had approximately zero result.
Slightly OT: don't get distracted by the fact that it's Qatar news company. In last few years, they established AJ English and made huge leaps forward in terms of international news reporting. Ironically, AJ English and AJ America are now considered to be the most objective and professional source of information on international news in the US.
