Force the track creator to beat the track before upload!
I read about Super Mario Maker, and how it lets you create mario levels, and if you want to upload the level, you have to first beat it yourself. Really awesome right?
Isn't this a great idea for Trials? No more impossible tracks unless the uploader could get to the finish line.
Here's why it's a good solution. Sometimes a track creator makes a track with obstacles they cannot climb, this means these obstacles will not be properly tested. This solution would prevent that. It would also prevent impossible tracks from being uploaded.
The only problem might be with some ninja track creators, they might be able to complete each check point individually but not the whole track in one go within the time and fault limit preventing them from uploading it.

I would imagine most of the track creators test their tracks thoroughly before putting them out anyway, but seems like an ok idea.

I haven't stumbled across any "impossible" tracks for a while but I tend to exclusively hang around the ninja feeds. I do see a lot of terrible tracks that are passable but haven't been tested properly. Some builders won't notice problems with their driving line despite testing it over and over which is why it's always a good idea to have other player's test your tracks in multiplayer before uploading it. (Hopefully your friends can give you some honest feedback that helps instead of saying nothing to avoid hurt feelings).
From what I understand in order to upload a track it is intended you complete the track first. This is easy to work around though. A very common and incredibly stupid method of this is to link an area trigger to an end game event somewhere behind the startline.
Although it would be great to know every track in track central is passable and has a flawless driving line, there are too many work arounds and some people don't care enough. I guess a feature that could be implemented is that the run a creator has done in order to upload a track is recorded and automatically put in the leaderboards and can be viewed as a replay. I have a feeling a lot of people wouldn't appreciate that though.

In Super Mario Maker, you can't build something like password protected output codes (Which you can actually do in Fusion). Well, in fact, you can't build any kind of code at all to beat your level, and so you have to use your own skills to pass it.
And as it's been said, all it requires to pass a track without necessarily getting to the finish line is a area trigger, an end event and that's it. Just bailout to the area trigger & you passed your track. That's the easiest way to publish it (But also the stupidiest one).
Also, there's not that many impossible tracks in TC.
