When dropping anything in the sea when you go to get it if you land on top of it it pings of into the ocean never to wash up on the shore

So, if I understand correctly you dropped a seed for instance in the ocean, you then jumped down to the shore, landed on it and shot back off into the ocean, and it's not returning back to shore now?
