I accidentally tapped local instead of server because I didn't read the notice thing, so I couldn't get the new track. Is there any way I can get it? I'm in top 3%

You can always submit a ticket and tell them you have not gotten it yet. Here is one example that did it that way (later posted that the track arrived):

(There used to be images in there of the ticket request and support reply.... funny that the devs removed the conversation images)

Basic idea; support told him they would do it and would tell him to wait for a Server/Local choice sometimes in the next 24 hours or so, and to choose Server when it arrived.

Maybe you'll be prompted again tomorrow... Did the same yesterday and got it today.

You should be able to wait until the next server prompt. I did the same thing after the first prompt so I deleted the game and reinstalled it. After going through the first couple of the tutorial tracks, the game let me log into Uplay and it gave me the track.
