it is not just the graphics, the new consoles (Xbox One and PS4) are in their internal structure a lot similar to PC than the old consoles, that makes the development of multiform-games a lot easier. Also the management is a lot simpler to support only 3 "similar" platforms than if you have 5 platforms.
No it is time to move on - it simply makes no sense to support the old consoles.

Playing The Division on PS4, Xbox One and PC gives you the best experience and a lot of other advantages, imo.
