I currently have 2 quests on the same track 'scanning horizon, just collecting items' and 'glorious competition, flips and beating cassidy'

Both are on the track Crane Yard but Cassidy doesn't show up so I can't complete that quest. Am I really supposed to grind out the other quests first and collect the items? Or can I do something to chose a specific mission for the track?
