That's how I would understand this at the moment. Also I don't think Operative etc. restricts to a level, but might be!

I was under the impression that PC Beta will also start in December. Did you hear differently at E3 or another source?

Yes, the first wave of the beta is on Xbox One in December 2016. All other platforms is early 2016. The length of the betas are also different. I know the answer to that as well, but I dont think I can discuss it publicly yet.
I believe these are somehow linked to the archtypes giving more bonus' to a specific one. Riot I would obviously associate with Pointman, as for Operative I would go with Tactician and so forth. I thought it might be more of a gear style - not necessarily denoting "strength" - and then the rarity level denotes how powerful those "strengths" are.
For example: a Rare Operative battle-vest has an Armour rating of 9/10 and Speed of 3/10, whereas a Rare Riot battle-vest has an Armour rating of 5/10, but a Speed of 9/10. - It depends on your play-style as to which one is better.
Riot - Basic kit, "household" items that are easily available. (eg: t-shirt mask, molotov cocktail, crowbar)
Expedition - Hard wearing kit, good for survivalists, but lacking in real protection. (eg: Large backpack, thick jackets, hunting rifle)
Tactical - Police/Security gear. Good quality kit, but fairly light in terms of protection. (eg: Stab vests, riot shields, Marksman rifles)
Operative - Heavy duty, military-grade equipment. Good protection and design. (eg: Assault vests, high caliber assault rifles, night-vision goggles)
