A lot has been pieced together through watching the videos and listening to the designers talking.
As of what we've seen now, the factions look roughly like this.
General differences
The Chosen: Less hit points, faster more damaging attacks
The Legion: Slower movement, more hit points
The Warborn: Only vague clues about them being aggressive.
Ability differences
We've seen the Chosen get the special ability to throw a shuriken. Nothing has been shown similar to that for the Legion (haven't seen Warborn gameplay yet).
However, we've also seen a different, comparable ability for the two cultures. The Chosen get the fire arrows as you've said, which deal area damage over a set duration of time. The Legion have a similar ability that is a catapult shot. While the use is similar, you cast where there arrows or catapult shot will land, the effect is different. The arrows are, as previously mentioned a steady damage over an area, while the catapult is one giant explosion. Both can kill opponents, but arrows can be more used for cutting off paths as the arrows last awhile, while the catapult is more likely to get a kill if it hits, but does nothing if it misses.
Class differences
The classes do mirror each other, but are not the same.
For instance, the two released heroes are the Oni and the Warden, both are the heavy weapon character for their respective cultures, but we've seen they move and have different special abilities and health.
There are hints as to what the classes will be:
The Chosen:
The Oni: Heavy weapon user, a two-handed katana
Spear user: looks like a naginata
Two weapon user: katana and wakizashi at the same time
The Warborn:
Heavy weapon user: looks like a Dane Axe
Two weapon user: looks like two hand axes
Shield user: looks like a round shield and viking sword or handaxe
The Legion
The Warden: Heavy weapon user: Greatsword
Spear user: might be a halberd, but only seen in some art
Shield user: looks like a heater shield and arming sword or flail
Of course these are all speculative until they are announced. But I hope this helps. The prevaling theory is that each class type will behave similarly, with the added abilities and benefits and weaknesses of their culture added onto them. There is a pool of 4 distinct classes and each culture gets access to 3 of them, meaning there will be some difference between how each of cultures play. The special abilities are probably distinguished by culture, with each of The Chosen being able to select the shuriken as a potential ability, and each of the Legion being able to use the catapult. But the number of these abilities and how customizable they are has not yet been stated.
