Still unsure if its a DLC or standalone, but looks like its leaning more towards a DLC...now the question is...is it included with the Season Pass? I mean the whole reason this announcement is skeptical, because its a HUUUGE overhaul to the entire game. Like a "too good to be true" type of thing.
from the trailer it looks like a paid expansion... also its one year after the main game, so season is probably over for the season pass... and I would say it will come with its own season pass... but I still hope I'm wrongthis game is still full of bugs and problems, we deserve fixes, not paid expansion...

I'm seeing this as a second Season Pass. And I'm thinking it would be priced like a Season Pass. Hope it won't get past the $25-$30 mark because that would be kind of unfair.
Also I'm hoping that until the launch day arrives they WILL fix the actual bugs in the game and will make the game to work properly.
In this expansion pack will be new races, new cars, new championship (something to replace the Faction War, or to go hand in hand with it). The map mostly has to remain the same. These are the same United States so the map kinda has to stay the same.
If this comes as a standalone, that means it's a different game and will be priced accordingly. But if it comes as a huge DLC, then everyone will benefit from it because the game engine, I think, remains the same. It will probably get enhanced with various tweaks so that we could see the smoke from the drift cars and the fire from the dragsters, and also could receive a good new textures pack. It has to have a better graphics card optimization and probably will make more use of the PhysX engine from NVidia.
If this is an expansion and will be distributed as a DLC, that means that the PC Technical Parameters will have to remain the same, which means they will have to optimize everything in the Graphics area so that this game looks bonkers.
