Make sure you also shoot it in the mouth once while it's ON the ground (just the 1st 2 times it's grounded). The game prompts you to do this, but some may miss the hint in the heat of the battle.
Failing to send the tiger in it's mouth and shoot it in the mouth while it's on the ground will result in failing to weaken it for that takedown, so it's as if you never dropped it.
That said, I know of at least one person that said he was doing all that and it stil lwasn't dying. He then verified the game files in Steam (same can be done with Uplay), and it worked fine.

I say don't blame the boss fight or those whom script it, blame the people that give up before even noticing simple indicators like the minions spawning near you. Has no one ever heard of fight or flight being a key decision in a battle? Frankly I commend them for coding it this way. Add hell no, boss fights in general are not bad. I'll tell you what's bad if you want a comparison. Games that have boss fights all the way through them, while giving the player mediocre skills and weapons. I'm talking about games like Demon Souls and Dark Souls 1 & 2. These are games where the devs admit they're being sadistic to the player in hopes you'll feel a big sense of accomplishment when you finally win a major battle. They seriously gimp your chances of beating the monsters they put you up against. It's literally a try and try and try again affair, there's little room for error, and battles drag on very long.
Trust me, you guys have it easy with this boss fight, you just don't know it.
