A friend and I are having the same issue. We called in to UbiSoft tech support, reported the issue and it was sent up for further review. There is a verified issue with PS4 and appears to also be affecting PS3. So, they suspect Sony's servers to be the issue. If it is a server issue, they hope to get it resolved through some sort of reset. Otherwise, Dev will have to review will will likely take at least a week before I am able to call in to get a status. As a customer, I would encourage you to run through their support guide, reboot modem, router, verify NAT Type, etc. (do your due diligence, per xMiiSTY's suggestion), then give them a call to get another ticket attached to the incident.
